ＥＮＥＯＳ東燃ゼネラル研究奨励・奨学会の一般奨学生
対象者
２０２５年４月１日現在において、指定大学の理工学分野学部３年生または４年生もしくは大学院の理工学分野「修士課程」１年生または２年生に在籍する学生
人物・学業ともに優秀で、修学に支障のない健康な状況にあるものの、経済的理由により修学が困難あるいは支障がある学生
※ 外国人留学生の場合には、日本語によるコミュニケーションに支障がなく、卒業後も我が国経済の発展に貢献することが期待され、かつ前述の応募資格を満たす学部学生または大学院生は応募可とします。
ただし、文部科学省奨学金等あるいは母国からの国費奨学金等の支援を受けている外国人留学生は応募できません。
所得制限
経済的な状況に関して一律の応募制限は設けませんが、世帯年収が８００万円以上の応募者に対しては奨学金が必要な合理的理由の提示を求めます

奨学生相互の交流・研鑽、財団による指導を図る場として地域毎に開催される懇談会やイベントに参加することが必要です。（年２回程度開催予定）

短期留学ケース（概ね6ケ月以内）は継続して支給します

選考の流れ
新規申請者は個別面接の予定（東京）→応募者の健康状態、学習意欲、将来プラン等を確認します。詳細は別途連絡(5/14-16 の予定､首都圏以外はWeb面談)
６月 ６日 （金） 選考委員会と理事会にて２０２５年度奨学生を決定
６月２０日（金） 第１回奨学金給付予定、以降翌年２月まで毎月給付を実施
奨学金の金額と期間
月額５０，０００円を学部３年生から大学院博士前期課程（以下、「修士課程」という）２年生修了まで最長４年間継続可能
※前年度当財団奨学生で継続を希望する奨学生は、「継続申請」が必要です。当該申請に基づき改めて選考審査が行なわれ、 合格した奨学生のみが継続可能となります。
毎月２０日前後に(月例会において）各地区担当者より手渡しで給付します。月例会に参加できない場合は、特別の事情がない限り、翌月の月例会もしくは別途面談による手渡しにより給付します。

「公益財団法人東燃ゼネラル石油奨学会（旧財団法人ゼネラル石油奨学会、1957年設立）と公益財団法人東燃ゼネラル石油研究奨励財団（旧財団法人ゼネラル石油研究奨励財団、1981年設立）は、理工科系学生への奨学援護と、若手研究者の研究開発活動への助成というそれぞれの事業を通じて、ささやかではありますがわが国経済の発展に寄与してまいりました。
昨今、工業技術の分野では、世界的な競争激化や喫緊の課題である地球温暖化問題などに対処するため、様々な分野で革新的な取り組みが求められております。ただ、一方では、若い世代での工業技術に対する関心度の低下という懸念材料があります。学生から若手研究者への切れ目ない人材の育成は、我が国産業の基礎体力を強化し、産業立国への道筋を確固たるものにするために不可欠です。両財団の活動はこれまでにもまして意義あるものになると確信しております。
このような認識に基づき、昨年春に両財団が公益財団法人に認定されたのを機に、財務基盤の強化、組織運営体制の効率化、事業の整合化を検討してまいりました。その結果、両者を統合することが望ましいとの結論に至りました。具体的には、公益財団法人東燃ゼネラル石油奨学会が東燃ゼネラル石油研究奨励財団の地位を継承し、公益財団法人東燃ゼネラル石油研究奨励・奨学財団として再発足することと致しました。
公益財団法人東燃ゼネラル石油奨学会と公益財団法人東燃ゼネラル石油研究奨励財団は、それぞれに理工科系大学を事業活動の対象としてきましたが、その活動は必ずしも連携のとれたものとはいえませんでした。両財団を統合することにより、奨学援護から工業技術の研究助成まで一貫した事業を展開することが可能となります。公益財団法人東燃ゼネラル石油研究奨励・奨学財団の活動につきましては、当面それぞれに長い歴史を持つ両財団の活動をそのまま引き継ぐことにしておりますが、将来的には時代の要請に応じて活動の重点を見直し、更には、活動を強化することを検討してまいります」。

大学院博士後期課程奨学生
対象者
当財団の２０２４年度奨学生で、２０２５年４月１日時点で指定校の理工学分野の大学院「博士課程」に在籍し、人物･学業ともに優秀で､就学に支障のない健康な状況にあるものの、経済的理由により修学が困難あるいは支障がある学生
※既に生活費相当として十分な水準（年間２４０万円以上）の収入（給与、役 員報酬など）を得ている方は対象外とします。
併用
可能。ただし、他の民間奨学金との併給に制限は設けませんが、日本学術振興会特別研究員、大学フェローシップ、次世代研究者挑戦的研究プログラム、卓越大学院プログラム、その他同等のプログラムの給付が決定している方は対象外とします。
※RA/TAの同時利用には制限はありません

ENEOS Tonen General Research Encouragement and Scholarship Association’s General Scholarships
Eligible Students
Students who are enrolled in their third or fourth year of an undergraduate program in the field of science and engineering or in their first or second year of a “master’s degree” program in the field of science and engineering at their assigned university as of April 1, 2025.
Students who are of excellent character and academic achievement, and in good health, but who have financial difficulties or obstacles to their studies.
International students who have no difficulty in communicating in Japanese, are expected to contribute to the development of the Japanese economy after graduation, and meet the aforementioned eligibility requirements are eligible to apply.
However, international students receiving support from the Ministry of Education, Culture, Sports, Science and Technology (MEXT) scholarships or government-sponsored scholarships from their home countries are not eligible to apply.
Income Limitations
There are no uniform application restrictions regarding financial status, but applicants whose household income is over 8 million yen will be asked to provide a rational reason for the need for the scholarship.

Scholars are required to participate in roundtables and events held in each region as a place for mutual exchange and study, and guidance by the Foundation. (To be held approximately twice a year)

Selection Process
Individual interviews will be scheduled for new applicants (Tokyo)
→Applicants will be interviewed individually to confirm their health condition, motivation to study, future plans, etc. Details will be communicated separately (May 14-16, web interview for applicants outside the Tokyo metropolitan area)
June 6 (Fri.) Selection Committee and the Board of Directors decide on the 2025 scholarship recipients.
June 20 (Fri) The first scholarship payment is scheduled to be made, and subsequent payments will be made monthly until February of the following year.
Scholarship Amount and Duration
50,000 yen per month for up to four years from the third year of undergraduate study to the completion of the second year of the first semester of the master’s degree program (hereinafter referred to as the “master’s degree program”).
Scholars who were Foundation scholarship recipients in the previous year and wish to continue their scholarship are required to submit a “continuation application. Only those scholarship recipients who have passed the screening process will be eligible to continue their scholarship.
The scholarship will be handed over by the person in charge of each district on or about the 20th of each month (at the monthly meeting). If the scholarship recipient is unable to attend the monthly meeting, the scholarship will be handed over at the following month’s monthly meeting or in a separate interview, unless there are special circumstances.

On its official website, the organization explains the purpose of its establishment as follows
“The TonenGeneral Sekiyu Scholarship Foundation (formerly the General Sekiyu Scholarship Foundation, established in 1957) and the TonenGeneral Sekiyu Research Scholarship Foundation (formerly the General Sekiyu Research Scholarship Foundation, established in 1981) have been established to provide scholarship support to science and engineering students and to support young researchers in their research and development activities, respectively.The Foundation has contributed to the development of Japan’s economy, albeit in a modest way, through its programs of scholarships for science and engineering students and grants for research and development activities of young researchers.
Recently, in the field of industrial technology, innovative efforts are required in various fields to cope with intensifying global competition and the urgent issue of global warming. On the other hand, however, there is a cause for concern: the declining interest in industrial technology among the younger generation. The seamless development of human resources, from students to young researchers, is indispensable to strengthen the basic strength of Japanese industry and solidify the nation’s path to becoming an industrial powerhouse. I am confident that the activities of the two foundations will be more meaningful than ever before.
Based on this recognition, we have been considering ways to strengthen our financial base, improve the efficiency of our organizational and administrative structure, and harmonize our operations since both foundations were certified as public interest incorporated foundations last spring. As a result, we have come to the conclusion that it is desirable to integrate the two foundations. Specifically, TonenGeneral Sekiyu Scholarship Foundation has decided to succeed the status of TonenGeneral Sekiyu Research and Scholarship Foundation and reestablish itself as TonenGeneral Sekiyu Research and Scholarship Foundation.
The TonenGeneral Sekiyu Scholarship Foundation and the TonenGeneral Sekiyu Research Scholarship Foundation have both focused their activities on science and engineering universities, but their activities have not always been well coordinated. By merging the two foundations, we will be able to develop consistent activities from scholarships to research grants for industrial technology. For the time being, the activities of the TonenGeneral Sekiyu Foundation for Research Encouragement and Scholarship will continue to be carried out as they are by the two foundations, each of which has a long history. In the future, however, we will review the focus of our activities to meet the needs of the times and further consider strengthening our activities”.
