・素点７０－７９点（良,Ｂ等）：3

留学生なら、大学の勉学に必要な日本語能力（概ねN2以上）を有する者

当財団の奨学金支給時に、他の給付型奨学金との併用不可
※ただし、次の奨学金については、月額5万円までは併給を認め、5万円を超過した金額を当財団の奨学金より減額します。

奨学生の義務
学業成績及び生活状況の報告
毎期毎、成績証明書を理事長宛に提出すること。

帰国・国内外旅行などで７日以上の旅行をするときは、事前に「帰国・外国旅行・国内長期旅行届」を必ず提出すること。 （ホームページ／財団への諸届け）

奨学金の金額と期間
入学一時金 300,000円（2025年4月入学者のみ）
月額 100,000円
期間は2025年4月より2026年3月までの1年間
※当財団が定める条件を満たし、当財団が認定した者には引続き支給します。
※秋入学者は2025年9月までの6箇月間とし、当財団が定める条件を満たし、当財団が認定した者には10月より2026年9月まで1年間支給します。
※通算奨学金給付期間は、在籍課程修了までの最小年数とし、原級留置（留年）を認めません。
奨学金継続希望者に対する認定条件
財団主催の「奨学生の集い」に参加していること。欠席の場合は、財団から欠席許可を得ていること。
大学への出席状況が良好であり、各評定のＧＰを、秀を４、優を３、良を２、可を１として算出したＧＰＡが２．５（小数点以下第２位を四捨五入）以上であること。ＧＰが異なる場合は相当の値を適用する。ＧＰＡを適用していない場合は、優以上を５、良を３、可を１として算出した科目平均値が３．５（小数点以下第２位を四捨五入）以上で.あること。
定められた書類（生活状況報告書、成績証明書、帰国届、変更届等）を期限までに提出していること。
健康で勉学意欲旺盛で所属大学の推薦が受けられること。
過度のアルバイトや公序良俗に反するアルバイトをしていないこと。

当財団の「設立趣意書」の内容（公式ホームページより」
→「今世界では市場経済の浸透によって多くの開発途上国の経済がめざましい成長を遂げております。しかし、その陰で貧富の較差が拡大しているのも事実であります。これを放置することはこれまでも世界に存在した貧困がもたらした大きな弊害とも云うべき諸々の犯罪の一層の増加にも繋がることが懸念されます。
我国が戦後の廃墟の中から奇蹟的な復興を遂げ、しかも経済的には米国に次ぐ豊かさであり乍らこれ程貧富の較差の少ない国は他に例を見ないところであります。これは当時の国策によるところもありますが、それにも増して貧しくとも等しくしっかりとした教育を受けた世代の献身的努力と云った高い識字率に裏打ちされた勤勉性によるところが大きかった事を考えると、経済に於いて世界第二の大国となった我国が果すべき役割の一つは少なくともアジアの中での貧困の撲滅に向けた識字率の向上や文盲の撲滅に寄与すべきであり、富める者の務めでもあると考えます。
そこで、細やかではありますが前述の活動を当該国の人々の手によって継続できる様に、その自立支援を目的として当該国の青年を我国に留学生として受け入れ、その人材の育成を含めた支援をし、アジアの貧困撲滅に少しでも貢献したいと思っております。そして、いずれは当該国での奨学財団の設置とシステムの定着に繋げたいと考えております。
また、日本の優秀な学生に対して奨学援助を行うほか、青少年に対してリーダーとなるべき人材の育成や生涯学習活動などの支援をすることで、日本の発展ひいては世界の発展に繋げたいとも思っております。
こうした活動の意義が当該国の人々にもいずれ理解され、この一本の小さな流れが何時か国を跨がる大河となって、アジアをそして世界を今より少しでも住み易く平和なものにしていく事に繋がるならば設立者にとって望外の喜びとするところであります」。

→「当財団として皆さんに留意していただきたい点を以下のように「奨学生の心得」として取りまとめました。皆さんは「奨学生の心得」を熟読し、その趣旨を十分理解した上で、有意義な学生生活を過ごしてください。
学業への取り組み
皆さんはまず学業に専念してください。勉学は目標を持って努力するかどうかで結果に大きく差が付いてきます。皆さんにこれから求められる能力は、①新しいこと、より高度なことにチャレンジする精神、②時代の変化に対応できる創造力、③そのための基礎となる社会や経済に関する幅広い知識等があげられると思います。これらを念頭において、自分自身の課題を見つけ、ぜひ、目標を高く掲げて努力していただきたいと思います。今までと異なり、大学時代の勉学は求める勉学です。与えられるのではなく、自覚と目的意識を持ち、自ら積極的に学ぶことが重要です。自らが選択し、積極的に自分自身の能力を高めることが求められるのです。なお、当財団では留年は認められません。また、皆さんの学業成績には最低条件の縛りがありますので十分注意してください。
奨学生の集いへの参加
当財団では毎年２～３回「奨学生の集い」を開催しています。これは、奨学生の皆さんの相互の交流や相互啓発を目的とする集いです。この「奨学生の集い」には当財団奨学生以外の参加は原則として認めておりません。「奨学生の集い」に参加することは、皆さんの権利でもあり、義務でもあるのです。「奨学生の集い」は例年9月または10月、及び3月に開催します。「奨学生の集い」の日程を確認して、必ず参加してください。
出国に関する注意事項
当財団は日本国内の大学で学業に励む海外からの留学生及び日本人学生に奨学金を支給することとしています。無断で長期に渡り出国することは奨学金を支給する根拠を無くすことになりますので、長期の出国に際しては財団の事前承認が必要になります。
奨学生としてのマナー
世の中のルールは社会生活を円滑に営むために作られています。当財団のルールは、人間としての基本的なマナーと常識で成り立っています。そのルールを守れない人は、人としての軽重を問われ、それまでのすべての努力が無になってしまうおそれすらあります。十分な配慮と自戒を心がけてください。
まず、挨拶や返事は必ず相手に聞こえる声で、はっきりと言いましょう。これは、コミュニケーションの基本です。 そして、２つ目は時間を守ることです。当財団においても「奨学生の集い」の開始時間・「生活状況報告書」等の提出期限など、さまざまな時間的な制約があります。これらのルールを守れない人を皆さんはどのように評価しますか。他人から信頼されるためには何よりもまず時間を守ることが大切なのです。

皆さんの学生生活を支えてくれている家族、支援してくれている大学、さらには友人とのかかわりに感謝し、自分自身の成長にむけて努力してください。努力は万人に与えられた公平な能力であり機会です。皆さんが着実に努力を積み重ね、実りある学生生活を送られることを期待しています。
[健康な生活]
皆さんが充実した学生生活を送るために、健康な身体と安定した衣食住を心がけましょう。初めての一人暮らしは、不規則な生活になりがちです。授業時間に沿ったスケジュールの設定と規則正しい時間管理が必要です。また、不衛生な環境は、意欲を失う原因にもなりますので、清潔な環境を保つよう心がけてください。

当財団は国立大学の場合はアルバイトをしなくてもよい水準に奨学金を設定しています。私立大学等の場合で、やむを得ず学業を継続するためにアルバイトに従事しなければならない時は、自己の時間管理に十分注意して、学業がおろそかにならないようにしてください」。

奨学金の休止と復活
奨学生が休学し、又は特段の事情なく長期欠席したときは、奨学金の給付を休止する。
財団が主催するイベント等に私的理由により欠席したときは、その理由により奨学金の給付を休止する場合がある。
欠席理由が下記に該当する場合は、休止対象としない。
・必修単位取得に欠かせない事案による欠席
⇒ 事前に証明できるものの提出が必要
・やむなき事情（傷病、2親等以内の家族の不幸など）による欠席
⇒ 事後に証明できるものの提出が必要
奨学金給付を休止された者が、その事由が消滅したとき、在学大学の学長を経て、奨学金の復活を願い出たときは、給付を復活することがある。

傷病、疾病などのために学業継続の見込みがなくなったとき
学業成績が認定条件を満たさないときや素行不良が著しいとき
奨学金を必要としない理由が生じたとき
提出書類の内容に虚偽記載があったとき

許可なく他の奨学金との併給受給があったとき
法律違反を犯したとき

For sophomores, the most recent grades must meet the following criteria
GPA-adopting universities: 2.5 or higher
Universities that do not adopt GPA: 3.5 or higher average in the following GP

70-79 points (Good, B, etc.): 3

International students must have Japanese language proficiency (generally N2 or above) necessary for studying at the university.
Combination of scholarship and scholarship
Cannot be used in combination with other scholarships at the time of the Foundation’s scholarship payment.

Report on academic performance and living conditions
Submit a transcript to the Chancellor each semester.

Selection Process
Applicants who pass the first round of selection will be sent the necessary documents for the second round of selection by e-mail.

Applicants who pass the second round of screening will be interviewed at the Foundation for the final selection.

Those who pass the final selection will receive a certificate at the certification ceremony held at the Foundation. Please note that those who do not attend the ceremony without a special reason may have their certification revoked.

Scholarship Amount and Period
Lump-sum admission fee 300,000 yen (only for students admitted in April 2025)

The period is one year from April 2025 to March 2026
*Foundation will continue to provide the payment to those who meet the conditions set by the foundation and are certified by the foundation.
For students admitted in the fall, the scholarship will be paid for six months until September 2025, and for those who meet the conditions specified by the Foundation and are approved by the Foundation, the scholarship will be paid for one year from October to September 2026.
The total scholarship period is the minimum number of years required to complete the course of study, and retention in the original class is not permitted.
Conditions for Recognition of Scholarship Applicants
Attendance at the “Scholarship Gathering” hosted by the Foundation. In case of absence, the student must have permission from the Foundation to be absent.

The contents of the Prospectus of the Foundation (from the official website)
→”Today, many developing countries in the world are experiencing remarkable economic growth due to the penetration of the market economy. However, it is also true that the gap between the rich and the poor is widening. If this trend is left unchecked, there is concern that it will lead to a further increase in crime, which is a major adverse effect of the poverty that has existed in the world until now.
Our country has achieved a miraculous recovery from the ruins of the postwar period, and while we are second only to the United States in terms of economic wealth, there is no other country in the world with such a small gap between the rich and the poor. This was partly due to the national policies of the time, but it was also largely due to the dedication of the poor but equally well-educated generation and their diligence, backed by a high literacy rate.One of the roles that our country, the second largest economy in the world, should play is to contribute to the improvement of literacy and the eradication of illiteracy in order to eradicate poverty in Asia, which we believe is the duty of the rich.
Therefore, we would like to contribute to the eradication of poverty in Asia, even if only in a small way, by accepting young people from these countries as exchange students in our country for the purpose of supporting their self-reliance so that the aforementioned activities can be continued by the people of these countries. We would like to contribute to the eradication of poverty in Asia in some small way by providing support, including human resource development, for these young people.
In addition to providing scholarships to outstanding Japanese students, we would also like to contribute to the development of Japan and, by extension, the world by supporting the development of young people into leaders and lifelong learning activities.
It would be a great pleasure for the founders if the significance of these activities is eventually understood by the people of the countries concerned, and if this small stream becomes a great river that crosses over countries and leads to making Asia and the world a little more livable and peaceful than it is today.

→The Foundation has compiled the following “Scholarship Guidelines” for you to keep in mind. Please read the “Scholarship Guidelines” carefully, fully understand its purpose, and enjoy a meaningful student life.
Commitment to Academics
First of all, please devote yourselves to your studies. The results of your studies will differ greatly depending on whether or not you make an effort with a goal in mind. The abilities that will be required of you in the future include (1) the spirit to take on new and more advanced challenges, (2) creativity to respond to the changing times, and (3) broad knowledge of society and the economy, which will serve as the foundation for these abilities. With these in mind, I urge you to find your own challenges and strive to set your sights high.
Unlike the past, studying at university is a demanding pursuit. It is important to be aware and have a sense of purpose, and to actively study on your own. You are expected to make your own choices and actively improve your own abilities. The Foundation does not allow students to stay in school. Also, please note that there are minimum academic performance requirements.
Participation in Scholarship Gatherings
The Foundation holds “Scholarship Gatherings” two or three times each year. The purpose of these gatherings is to allow scholarship recipients to interact with each other and to promote mutual understanding. As a rule, only Foundation scholars are allowed to attend the Scholarship Gatherings. Participation in the “Scholarship Gathering” is both your right and duty. The Scholarship Gathering is usually held in September, October, or March. Please be sure to check the “Scholarship Gathering” schedule and be sure to attend.
Notes on Departure from Japan
The Foundation provides scholarships to international and Japanese students studying at universities in Japan. Unauthorized departure from Japan for an extended period of time will void the basis for the scholarship, so prior approval from the Foundation is required for any extended period of time.
Manners as a Scholar
The rules of the world are designed to facilitate social life. The Foundation’s rules are based on basic human manners and common sense. Those who fail to abide by these rules will be questioned on their lightness as a human being, and all their previous efforts may even come to nothing. Please be sure to give due consideration and be self-disciplined.
First, always say your greetings and replies clearly and in a voice that the other person can hear. This is the basis of communication. And second, be punctual. The Foundation has various time constraints, such as the start time of the “Scholarship Gathering,” the deadline for submitting the “Living Conditions Report,” and so on. How would you evaluate someone who cannot follow these rules? In order to be trusted by others, first and foremost, it is important to be punctual.

Be thankful for your involvement with your family, your university, and your friends who support you in your student life, and strive for your personal growth. Effort is a fair ability and opportunity given to all. I hope that you will make steady efforts and have a fruitful student life.
[Healthy life]
In order for you to lead a fulfilling student life, please make sure that you have a healthy body and stable food and clothing. Living alone for the first time tends to lead to an irregular lifestyle. It is necessary to set up a schedule according to class hours and manage your time regularly. Also, try to keep a clean environment, as unsanitary conditions can cause you to lose motivation.
[Part-time work]
The Foundation sets the scholarship at a level that does not require part-time work in the case of national universities. If you must work part-time to continue your studies at a private university, please manage your time carefully so that you do not neglect your studies.

The following is a list of rules to be followed by all scholarship recipients. We expect you to observe the following rules and to take good care of your health as you pursue your studies. In addition, please follow any instructions given by the Foundation based on your academic performance and living conditions.
Notes
Report on academic performance and living conditions
Submit a transcript to the President of the Foundation each semester.
Students must submit a “Living Condition Report” every two months by the deadline set by the Foundation. (homepage/notifications to the Foundation)
When returning to Japan or traveling domestically or abroad for more than 7 days, submit the “Notification of Return to Japan, Foreign Travel, or Domestic Long-Term Travel” form in advance. (Website / Notification to the Foundation)
Notification of Change
In any of the following cases, students must promptly submit a “Notification of Change of Address, Contact Information, Academic Record, etc.” (homepage/notification to the Foundation) to the Foundation.
When a student takes a leave of absence or is absent from school for a long period of time, returns to school, transfers to another school, or withdraws from school.
When a student is suspended or otherwise punished.
When there is a change in the name, address, or other important information of the applicant or his/her family.
If the student intends to receive a scholarship from a source other than the Foundation.
Attendance at the Scholarship Gathering
You must attend the “Scholarship Gathering” hosted by the Foundation.
If you are unable to attend due to unavoidable circumstances, you must notify the Foundation in advance.
Those who are unable to attend must come to the Foundation after the event and report back to the Foundation.
Scholarship Period
The scholarship period is one year.
The scholarship for the following year will be offered again.
The scholarship period shall be the minimum number of years required to complete the course of study, and retention in the original class (retention of a full year) is not permitted.
Conditions for scholarship continuation
Attendance at the “Scholarship Gathering” hosted by the Foundation is required. In case of absence, the student must have permission from the Foundation to be absent.
Must be in good attendance at the university and have a GPA of 2.5 (rounded to one decimal place) or higher, calculated as 4 for excellent, 3 for superior, 2 for good, and 1 for acceptable for each grade; if the GP is different, the equivalent value is applied; if the GPA is not applied, the GPA is calculated as 5 for superior, 3 for good, and 1 for acceptable.The course average must be 3.5 (rounded to two decimal places) or higher.The applicant must have a GPA of 3.5 (rounded to the first decimal place) or higher.
Submit the required documents (living situation report, transcripts, notification of return to Japan, notification of changes, etc.) by the due date.
Be in good health, have a strong desire to study, and be able to obtain the recommendation of your university.
The applicant must not have excessive part-time work or work that is offensive to public order and morals.
Scholarship Suspension and Reinstatement
Scholarship payments will be suspended if the scholarship recipient takes a leave of absence or is absent from school for an extended period of time without special circumstances.
If a scholarship recipient is absent from Foundation-sponsored events for personal reasons, the scholarship may be suspended for that reason.
The scholarship will not be suspended if the reason for the absence falls under any of the following categories.
Absence due to an incident that is essential for the acquisition of required credits
⇒ Proof of absence must be submitted in advance.
Absence due to unavoidable circumstances (e.g., injury, illness, misfortune of a family member within the second degree of kinship, etc.)
⇒ Proof of absence must be submitted after the fact.
Scholarship benefits may be reinstated when a student whose scholarship has been suspended is able to apply for reinstatement through the president of the university in which he/she is enrolled when the reason for the suspension ceases to exist.
Loss of Scholarship Eligibility
When a student is no longer expected to continue his/her studies due to injury, illness, or other reasons
When a student’s academic performance does not meet the requirements for certification or when a student’s conduct is extremely poor.
When there is a reason why the scholarship is no longer needed
When there is a false statement in the submitted documents
The student leaves Japan for a total of 60 days or more during the academic year without prior permission
When the scholarship period has expired
When a student receives another scholarship without prior permission
When a student violates the law
Withdrawal of Scholarship
Scholarship recipients may request to withdraw from the scholarship at any time.
